It’s called degree equivalency –  or more accurately in 2026, Qualification Recognition and getting it right can save you weeks of delays.

The UAE has significantly simplified the process as part of its Zero Bureaucracy initiative. It still involves multiple steps, and the details matter. This guide covers what the process looks like in 2026, who needs it, and where accreditation fits in.

What Degree Equivalency in the UAE Means in 2026

As of 2026, the UAE officially replaced the term “Equivalency Certificate” with Recognition of Higher Education Qualifications. The name changed, the purpose didn’t.

A Recognition Report is an official document issued by the Ministry of Higher Education and Scientific Research (MoHESR) confirming your foreign degree meets UAE academic standards. Two different ministries handle two different levels:

MoHESR handles all university-level qualifications –  Bachelor’s, Master’s, MBA, DBA, and PhD degrees. As of November 2024, MoHESR became the sole authority for university-level recognition.

The Ministry of Education (MOE) handles high school certificates only. If you hold a university degree, you deal exclusively with MoHESR.

Who Needs Degree Equivalency in the UAE

Not everyone needs this. It’s specifically required for:

  1. Employment in regulated professions –  education, healthcare, engineering, and government roles require a MoHESR Recognition Report as a condition of licensing or employment.

  2. Further study in the UAE –  universities require equivalency of your prior degree before admitting you to a postgraduate program.

  3. Golden Visa applications –  professionals applying under the Skilled Professional category need a Recognition Report.

  4. Promotion to management or director level in semi-government or large corporate organisations.

For most private sector roles, a properly attested and translated degree is sufficient without a full MoHESR Recognition Report. Confirm with your employer first.

The Step-by-Step Degree Equivalency Process in the UAE for International Graduates

Step 1: Attest your documents in your home country

Your degree and transcripts need to go through the attestation chain in the country where you studied –  attestation from your university or education ministry, your country’s Ministry of Foreign Affairs, then the UAE Embassy.

Important: The UAE is not a signatory to the Hague Apostille Convention. An apostille alone will be rejected. The full attestation chain is required.

Step 2: Primary Source Verification through an authorised partner

Your attested documents go through Primary Source Verification (PSV) via one of MoHESR’s authorised partners: DataFlow, QuadraBay, or VFS Global. They contact your university directly to verify authenticity.

Documents required: degree certificate, official transcripts, and a legally certified translation if documents are not in Arabic or English. Your name must match precisely across all documents and your passport.

Processing time: 15 to 45 working days. You receive a verification report with a reference number.

Step 3: Apply for your MoHESR Qualification Recognition Report

Log in to the MoHESR portal via UAE Pass, navigate to Recognition of University Certificates, enter your verification reference number, and submit. Personal details auto-populate from your UAE Pass profile.

Application fee: AED 140 (fees may vary by nationality –  confirm on the MoHESR portal). Total cost including home-country attestation and PSV verification typically ranges between AED 1,500 and AED 2,500.

Step 4: Receive your Recognition Report

Processing takes approximately 18 working days. The report is delivered as a secure PDF with a QR code to your registered email, your official proof that your degree meets UAE academic standards.

Automatic Degree Recognition in the UAE - Does It Apply to You?

Since January 2026, MoHESR has introduced Automatic Degree Recognition for graduates of 38 connected UAE universities. Degrees from these institutions are automatically recognised and downloadable via UAE Pass instantly, no manual application needed.

This applies only to degrees earned at connected UAE institutions. Degrees earned abroad require the full manual process above.

How Accreditation Affects Your Degree Equivalency Outcome in the UAE

Degrees from universities with strong home-country ministerial accreditation move through the process more smoothly. MoHESR evaluates institutional accreditation as part of its assessment.

Online degrees require closer attention. As of 2026, purely online programs not part of an officially approved branch campus can be more difficult to recognise for professional employment. The determining factor is whether the awarding institution holds appropriate accreditation in its home country and is recognised by MoHESR.
